1. Open photoshop and click on "new" in the "file" menu, fill up background in white. Size 400 px X 200 px. In layer window, it is background;

2. Choose brush in the tool bar. Choose brush size 42 (or any)

3. Choose a foreground color (any color other than white) 

4. Make a stroke on the background.
